Inspections

I&I Inspection

  • Lateral Inspection are required when a property is being sold, transferred, or refinanced.
  • The fees for a Lateral Inspection are as follows: residential property is $150 per property and commercial property is to be determined by the Authority.
  • Lateral Inspections are performed by Bradys Run Sanitary Authority and the fee must be paid at least 10 business days prior to the closing date.  When payment is issued, a contact name and phone number is requested in order to schedule the Inspection.  If for any reason, the contact person does not show up without giving at least 24 hours advance notice, there will be an additional $150 fee and the inspection will be re-scheduled for the next available appointment.
  • Lateral Inspections are designed to verify that the vent and trap line discharges into the BRSA sewer system.
  • It is illegal to have roof drains, driveway drains, storm drains, sump pumps or any other connection that discharges into the sanitary sewer system any rain water, ground water, and/or surface water.  No other waters, other than that which is discharged from properly installed internal plumbing may enter the Authority’s system.
  • Once a Lateral Inspection is performed, and it passes, the Certificate of Compliance that is issued is valid for 365 days.
  • In case of a Lateral Inspection failure, the property owner is responsible for all repairs.  Repairs must be completed within six months.

Grease Trap / Oil & Water Separator Inspection

Any commercial account dealing in the preparation, distribution and/or sale of food shall install and maintain proper grease traps or grease interceptors as determined by the total flow- through rate of potential grease laden fixtures discharging through the building sewage lines. A “grease trap” or “grease interceptor” shall be utilized depending on the anticipated flows. Generally, the grease trap may be located inside a building and the grease interceptor used for higher flows, may be located underground outside the building.  In all cases, means shall be provided to clean both facilities.  Said grease trap or interceptor shall be installed at an appropriate location along the sewer line between the restaurant and/or food preparation facilities and the line’s entry into the main public sewer line.  No solid waste devices such as waste grinders, disposals, potato peelers etc. shall discharge through the grease trap or grease interceptor.  Only potential grease laden fixtures may discharge through the trap or interceptor.  A means to enable inspection of the grease trap or grease interceptor shall be provided.

The Authority shall have the right to go upon the premises of any such business on a periodic and unannounced basis to inspect the use and maintenance of the grease traps/interceptors. The actual cost of periodic inspections, and any maintenance or corrective action required to be done by Authority employees due to the customer’s failure to properly use and/or maintain said grease trap/interceptor shall be billed directly to the customer in addition to the surcharge rate provisions of Section 7.08. The minimum inspection fee shall be the sum of $40.00 per inspection. In the event the Authority has to take corrective action due to improper maintenance of the grease trap, the minimum maintenance fee shall be $75.00. The Authority shall have the right to subcontract for the maintenance of said grease traps.

 

Existing Lateral Repair / Replacement Inspection

The Authority will perform inspections. The inspection will consist of visual verification of materials and an air pressure test on all piping. The Authority will provide all inspection materials.

All connections to the sanitary sewer shall be subject to certain restrictions pertaining to prohibited wastes that are described in Section 7.05 of the Bradys Run Sanitary Authority Manual of Rules and Regulations, as amended.

The designated Inspector of the Bradys Run Sanitary Authority shall be given at least twenty-four (24) hours notice of the time when such a connection is to be made. All inspections must be scheduled to be complete by 3:00 p.m. Monday through Friday. Call 724-846-3820.

A representative of the contractor must be present for all inspections. E-2

At the time of the inspection of the connection, the owner of the property shall permit the Inspector full and complete access to all sanitary and drainage arrangement and facilities in each building and all parts of the property. No building sewer line shall be covered over, or in any manner concealed until after it is inspected and approved by the Inspector.

The Authority Inspector shall not be permitted to enter any ditch or excavation exceeding a four (4) foot depth unless the proper cribbing is in place. All work shall comply with all Federal, state and local safety standards and regulations.

No connection will be made from down spouts, driveway drains, outside cellar stairwell drains, French or foundation drains, sump pumps or any storm or groundwater conductor as per the Bradys Run Sanitary Authority Manual of Rules and Regulations.

No privy vault, cesspool, septic tank, mine hole or similar receptacle shall be connected to the sanitary sewer.

 

Tap Termination Inspection

The customer has, at the customers expense, capped the property sewer service line at its tap or connection with the public sanitary sewerage system, in accordance with the Bradys Run Sanitary Authority Sewer regulations, and the capping of the line has been inspected by Authority personnel prior to backfilling; and all outstanding sewage service charges including the termination of application and inspection fees have been paid to the Authority. The minimum inspection fee shall be the sum of $100.00 per inspection.

 

Lateral Inspection (New Construction)

The Authority will perform inspections. The inspection will consist of visual verification of materials and an air pressure test on all piping. The Authority will provide all inspection materials.

NO WORK shall commerce before the issuance of the permit.

No permit will be issued without the following items:

A. Tapping Fee

B. Proposed Layout plan reviewed by an approved Authority Representative

A single connection must be provided for each individual dwelling unit of the building. The Authority may permit a single connection for multifamily dwellings, office buildings, shopping malls, etc. if addressed under the application for the permit and approved by the Authority.

The International Plumbing Code (IPC), latest revision, is hereby incorporated into the BRSA Manual of Rules and Regulations by reference. When requirements differ between the IPC and the BRSA Manual of Rules and Regulations, the more stringent or restrictive requirement shall apply. The BRSA, or its duly authorized representative, shall be the final authority in determining whether the IPC or the BRSA Manual of Rules and Regulations are more stringent or restrictive.

The IPC shall be utilized for all plumbing inside of buildings.

The IPC shall be referenced for minimum slopes applicable to lateral pipes between the customer’s building and the main sewer line. The BRSA Manual of Rules and Regulations, as amended, shall be referenced to determine slopes applicable to main sewer lines.
